Initial concern and possible removal of board members prompted an executive session in February; the board took no immediate action at that time. Later, Klaasmeyer & Associates presented an evaluation (phase 1) and recommended options for administration and management. After executive-session deliberations the board voted to terminate the original agreement with Klaasmeyer & Associates, noting that phase 1 had been completed and further work would be addressed in a new or amended scope.
The county also reviewed reappointments and corrected trustee term lengths for statutory compliance under Neb. Rev. Stat. 23-3502. Multiple meetings recorded discussion of personnel and operational challenges at Hillcrest; the board requested follow-up work and options for management services or consulting assistance.
The board’s public minutes record motions to table actions at times when executive sessions were ongoing; the county attorney and consultants were involved in follow-up. Residents and Hillcrest representatives attended some sessions in person.
