The Lakeville Planning Commission on June 4 recommended City Council approval of the Authentix Lakeville 2nd Edition preliminary plat, a three‑outlot subdivision associated with the adjacent Authentix development.
Will O’Keefe and city planning staff described the plat: Outlot A (east portion) will be platted into lots and blocks before development; Outlot B is proposed as the stormwater pond location (a change from prior plans that envisioned underground treatment); and Outlot C contains the wetland area that will be conserved. Staff said the wetland delineation for the site must be finalized before City Council consideration.
Staff presented the tree inventory for the site and said, because this parcel is zoned commercial, 218 inches of significant trees are proposed for removal; the commercial removal threshold is 70% (152.6 inches) and the site therefore requires replacement of 32.7 inches. The applicant proposes planting 14 trees at 2.5 inches each (35 inches), which staff said satisfies the replacement requirement. The planting plan includes birch and swamp white oak and has been reviewed and approved by the city forester.
Staff recommended approval of the preliminary plat, subject to the three stipulations listed in the May 28 planning report. No members of the public spoke on this item. Commissioners moved to recommend approval and the motion carried. Staff said all three items heard that evening are expected to appear before City Council on June 15; the Planning Commission's next meeting is scheduled for June 25.
The staff‑recommended conditions include finalization of the wetland delineation and the requirement that Outlot A be platted into lots and blocks prior to development.
