On June 4 the Lakeville Planning Commission voted to recommend City Council approval of a conditional use permit for a convenience restaurant with drive‑through service in the M2 Mixed‑Use Cedar Corridor District.
Heather Barton, the city’s senior planner, told commissioners the project is an approximately 8,500‑square‑foot multi‑tenant building with a single‑lane drive‑through and shared parking. "So staff is recommending approval of the conditional use permit with the 6 stipulations listed in the staff report along with the findings of fact that were included with your packet," Barton said. The proposal includes 92 parking spaces, which staff said complies with the city's parking calculations (the minimum shared requirement is 80 and the maximum allowed is 100).
Project representative Ryan Duran said the building will accommodate a variety of uses, including a drive‑through restaurant and a dental service, and that two tenant leases are already signed while the developer continues marketing the remaining space. "We have 2 tenants identified with signed leases and then working to find remaining tenants for the rest of the building," Duran said. When asked whether multiple businesses could share the drive‑through lanes, Duran said the design "could accommodate other businesses" but said code or staff guidance would determine permissibility.
The staff presentation noted the building meets setback requirements and will be constructed with 66–71% grade A materials (code requires at least 65% grade A), and that stormwater was previously approved with the overall plat and will be finalized at building permit review. Forestry review required additional trees along the easterly side of the site to reduce headlight glare from vehicles entering the drive‑through; the applicant must submit a revised landscape plan prior to City Council consideration.
A commissioner moved to recommend City Council approval of the CUP for a convenience restaurant with drive‑through service, subject to the six stipulations in the May 27, 2026 planning report and the findings of fact. The motion carried. The item is scheduled to go before City Council on June 15.
The commission did not receive public comment on the CUP during the meeting.
