The West Sacramento Planning Commission on June 4 recommended that the City Council extend the River Park development agreement by two years to allow completion of revised objective design guidelines, a land‑use update and an environmental impact report (EIR).
Staff said the River Park development agreement, originally approved in 2008, covers roughly 452 acres and includes land‑use entitlements for up to 2,284 residential units, parks and a small commercial site. Staff said changes to the project footprint after levee improvements removed about 120 acres and that the applicant recently provided an updated land‑use plan that includes a proposed 16‑acre school site. Staff also said a project manager and consultant team are working on the EIR and that several city departments and outside agencies (including the school district) reviewed updated materials.
Commissioners discussed the remaining tasks — finalizing objective design guidelines, reconciling park acreage, completing the EIR and negotiating an updated development agreement term sheet — and agreed a two‑year extension would provide needed time. The commission moved and seconded a recommendation to council to extend the DA term to two years; the motion passed unanimously by roll call vote.
Next steps: the commission will forward its recommendation to the City Council, which will consider the term extension and the updated EIR and entitlement packages in a future council hearing.
