Resident urges Cabell County to help extend water service to 2 Mile Creek; Milton cites $500,000 quote

Mary Kirtley, a Cabell County resident, told the Cabell County Commission on Oct. 12 that households on 2 Mile Creek in Milton need public water service and asked the commission for assistance.
Phyllis Smith, the county clerk, told the commission the City of Milton had obtained a quote from Thrasher Engineering that totaled $500,000 for the proposed water line extension and that the city “simply could not afford to fund the water line extension project.”
Robert L. Bailey, President of the Cabell County Commission, said he would contact the mayor of Milton to discuss the issue and possible next steps. Kirtley said she had “attended several of the meetings, but nothing had come of it.”
The commission did not take formal action on the request during the Oct. 12 meeting; the matter was raised during the citizens-registered-to-speak portion of the agenda. Commissioners and staff framed the issue as requiring coordination with the City of Milton and potential funding sources beyond the county’s regular operating budget.
