Lenoir approves consent agenda covering Harper Avenue streetscape application, utility agreements, McGill amendment and permits

The application requires council endorsement and a 20% local cash match, capped at $408,421, which the city committed to as part of the consent action.
The council also approved Engineering Services Contract Amendment No. 1 with McGill Associates for the Lenoir–Valdez waterline interconnection project. The additional services listed in the packet included a $48,000 engineering report (lump sum), $15,000 for an additional survey on Big View Lane, $38,000 for easement maps on Carpenter Road and $11,000 for an easement map for Waterfront Club, among other listed items.
Two NCDOT utility construction betterment agreements were approved. One (TIP U‑4700CB) covers adjustments related to upgrading the U.S. 321 intersection at SR 1809/1952 (Pine Mountain Road); the estimated city share of the betterment was listed as $237,884.02. A sidewalk-cafe permit renewal for Furcotte Fermentables in the Social District was also approved; the packet includes operational and containerization requirements under the Social District management plan.
