The Waxahachie ISD crisis management team on June 3 said it will update its districtwide multi-hazard emergency operations plan this summer and add a required reunification annex, and it reviewed staffing and training for school resource officers (SROs) and school marshals after recent graduation events.
Chair said the Texas School Safety Center provides templates and exemplars the district will use as it updates the basic plan and prepares the reunification annex. The chair told members the district "will start working and looking through that" over the summer and that a completed annex and updated basic plan are expected to be presented at the August meeting.
An agency official provided a staffing and training update for school safety personnel. The official reported that "SRO Williams has been moved back to the patrol division" and that a replacement has not yet been named; staff expect to select a replacement before the school year begins and likely before the July SRO conference in Corpus. The official said the district currently has two open school marshal positions and is accepting applications, which will be reviewed later in the week.
The official described recent training and an after-action review. "We conducted, active shooter training with both the SRLs and the marshals, both classroom and hands on training," the official said, adding that the training "went very well overall" and will continue in August when personnel return to campuses.
The agency official also summarized graduation security measures. For the event the district deployed 14 marshals and five SROs, staffed three entrances with metal detectors, staged an ambulance inside the stadium and used five units to direct traffic afterward. The official said there was one heat-related medical emergency; that person recovered and remained at the ceremony.
The chair opened the meeting by confirming a quorum and that the meeting notice had been posted in the time and manner required by law, and the group temporarily recessed into a closed session under the transcript's cited open-meetings language and later reconvened. The chair stated there were no items recommended for action from closed session.
The group approved the minutes of its April 13 meeting by motion, second and voice vote before moving on to the EOP discussion, and adjourned at 12:24.
Next steps: staff will draft the reunification annex and update the basic emergency operations plan over the summer and present the completed annex and revised plan at the August meeting.
