The West Concord Advisory Committee reviewed a draft revised charge on June 3 that would broaden the committee's geographic scope, clarify its duties and outreach requirements, and ask the committee to stay engaged with the town's MCI master planning effort.
Allison (committee member) read the draft mission, saying, "It is the intention of the select board in renewing and reestablishing the charge of the West Concord Advisory Committee, WCAC, for the WCAC to continue as a mechanism for thoughtful civic engagement and public examination of the issues surrounding future development, growth, and improvement in West Concord." She told members the draft consolidated prior input and removed language that no longer applied.
Why it matters: members said an explicit, somewhat larger map and clearer outreach procedures would help the WCAC weigh in earlier on projects that affect West Concord. Elizabeth (staff member) and several committee members urged adding Emerson Hospital and New England Deaconess to the committee's map so WCAC can consider impacts beyond the immediate village center.

Members asked the draft to reference the current "Reimagine MCI Concord master plan" and the earlier village-center plans as part of WCAC's reference documents.
Outreach and membership: the draft proposes that WCAC "conduct outreach to residents, business owners, and property owners" and keep an active calendar of meeting topics and presenters. Committee members discussed the best channels to reach a wider audience. Paul noted an existing West Concord Village Community Facebook group that "has 1,200 followers right now" and that the group's ownership could be transferred; Elizabeth (staff member) cautioned the committee against running an independent town-related Facebook page and recommended coordinating with the town communications manager for posts to the town's official channels.
Membership rules and training: the draft keeps seven voting members with staggered three-year terms and allows up to two nonvoting associate members. Members generally favored having a majority of voting members with a West Concord connection (a proposed 5 of 7 majority was discussed). Elizabeth said she can provide orientation materials and suggested members familiarize themselves with relevant sections of the zoning bylaw; she also said committee questions can be routed through the chair so staff communications comply with open-meeting requirements.
