East Hampton board adopts noise law, approves budget amendments and a package of routine resolutions

The East Hampton Village Board on Jan. 24 adopted Introductory No. 25 of 2024, a local law amending Village Code chapter 196 (noise), and approved a series of routine resolutions including budget amendments, personnel actions and notices to bidders.
Resolutions and votes at the meeting included:
- Adoption of Introductory No. 25 (Village Code chapter 196, noise) following a negative SEQRA declaration (board voted to adopt after closing a public hearing that received no comments).
- Amendment to the fiscal year 2025 village budget to increase estimated revenue and appropriations by $30,000 for public-safety expenditures (approved by voice vote).
- Approval of a $7,180.85 budget amendment and acceptance of a matching donation from the East Hampton Village Foundation to cover Santa Fest costs.
- Approval of a memorandum of agreement with Suffolk County for one-time public-safety revenue sharing of $10,600.
- Changes to beach-permit fees and schedule: one-day resident permit sale on Jan. 28, 2025, and new nonresident season fees set at $750 (season), with monthly nonresident permits set at $250 (June) and $300 (July and August), effective May 1, 2025.
- Multiple facility and maintenance quotes from Ben Kropinski Builders for Emergency Services Building repairs and painting (approved totaling the amounts listed in the meeting memo). The board also approved the annual video-subscription renewal for police equipment ($22,585.80) and accepted in-kind DPW equipment donations.
- Personnel items: appointment of Georgiana Slade to the comprehensive-plan steering committee; acceptance of new fire department member Frannie Arbreo; acceptance of resignations including deputy treasurer Petrona Clinton (effective Jan. 31, 2025) and approval of a $1,467.44 payout to be paid Feb. 15, 2025; promotion of Kalyn Verity to deputy village treasurer at an annual salary of $70,000; and approved a $5,000 annual increase for the planning-board secretary.
- Procurement notices: the board authorized notices to bidders for a storage facility, a two-year Dutch Elm disease treatment contract, DPW two-year sidewalk and curb/apron contracts with specified bid-availability and opening dates in January and February 2025.
All listed resolutions were moved, seconded and approved by voice vote during the meeting. The board closed the public business portion of the meeting and entered executive session to discuss personnel and a legal matter.
