The Cambria Community Services District Finance Committee reviewed its second-quarter budget report on Jan. 12 and was warned that general-fund revenue is behind seasonal expectations while expenses are higher.
Miss Fitch, who presented the packet, said the district's “revenue is really low, especially in the general fund, and our expenses are higher.” She walked the committee through department-by-department figures, noting board-approved budget adjustments including work on safer firefighters (a SAFER grant match), a $70,000 capital allocation for Vets Hall renovations, and a $1,000,000 reserve appropriation for a fire engine that staff expect to spend up front and later seek grant reimbursement for.
The fire-engine purchase was described as a board decision earlier in the year; staff said the district will likely pay for the engine and then submit for USDA or other grant reimbursement. Miss Fitch cautioned that lead times for new engines can be long: manufacturers have multiyear waits and reimbursements follow delivery and inspection.
At the department level, staff highlighted that water and wastewater funds post large capital draws that can make operating statements look like deficits even when those projects are reserve-funded. For water, staff reported about $1.3 million in fees collected to date and roughly $850,000 spent on capital projects so far; wastewater bond proceeds and SST (Sustainable Solutions Turnkey) projects are being tracked separately.
The packet also includes a debt list and trustee-held bond proceeds; staff noted some interest is being earned by the trustee and will be applied to project overruns or debt service.
The committee had no public commenters on the budget item and moved on to a broader policy discussion about revenues and priorities.
The committee will next take up budget oversight and procurement items at a future meeting; staff said they will bring more detail on grant timing and on the fire-engine reimbursement schedule.
