Rossmoor picks new auditor, rejects Rush Park bid and plans to rebid swings and PIP separately

The Rossmoor Community Service District board approved staff'recommended auditor Nigro & Nigro after a competitive RFP and scoring process. Staff evaluated four firms on technical qualifications, references and delivery timeline; Nigro & Nigro scored highest on that rubric and offered a multi-year price structure the district found advantageous. The motion to direct staff to contract with Nigro & Nigro passed unanimously.
Separately, the district'led procurement for Rush Park playground-in-place (PIP) surfacing and swing repairs produced a lone bid that exceeded staff expectations: the proposed contract totaled $93,252.70. Based on an engineer'led review and bidder comments that included recommendations to replace the swing structure, staff recommended rejecting the bids and rebidding with clearer scopes split into (1) swings (an under-$25,000 procurement path if the cost proves below the threshold) and (2) PIP surfacing/reinstatement as a public-works package.
The board voted to reject all bids and directed staff to reissue the packages refined for two separate scopes of work. Staff said it will invite prior bidders to bid again on the refined packages and expects more competition for the PIP surfacing when bidders no longer need to subcontract for the swings portion.
