Staff said appraisals came back near $70,000 and recommended offering up to 10% above appraisal (about $77,000) plus closing costs to acquire the lots. Ms. Hamilton said the properties have been a long‑running code‑enforcement problem and that acquiring them would allow the CRA to improve alley access, create back entrances, and market the assembled parcels for redevelopment.
Commissioners emphasized that any future development should be contextually sensitive to adjacent single‑story historic homes; one commissioner suggested providing pre‑approved residential plans and architectural guidance to encourage compatible infill, including accessory dwelling units and courtyard parking for multi‑unit proposals.
Following discussion, the board voted to purchase the property, and staff said code enforcement will demolish an unsafe structure after title is cleared and the CRA will market the cleared lots for redevelopment.
