Hampton EDA approves Foodbank termination, authorizes purchase of two Rudd Lane parcels

At its March 17 meeting the Economic Development Authority approved several old-business actions affecting real property and existing agreements.
The board approved the Virginia Peninsula Foodbank's request to terminate the Development Agreement executed July 15, 2025, and authorized return of the Deposit paid under that Agreement, subject to the Authority's receipt of the Developer's due-diligence documents and survey documents. The motion was made by Director Dwayne B. Blake, seconded by Director Valda V. Claiborne; the roll-call vote was unanimous.
The board also approved an Agreement for Sale and Purchase of property between the Economic Development Authority and CJT, LLC for parcels identified as LRSNs 2003234 and 2003233, with deeded addresses of 17 and 19 Rudd Lane, and authorized the Chair or Vice Chair to execute the Agreement, deed and related documents. That motion was made by Vice Chair Charlene Clark and seconded by Director Dwayne B. Blake; the roll-call vote was unanimous.
Chair Campbell presented committee assignments and the board approved a Resolution recognizing long-serving member James A. "Pete" Peterson; the vote to adopt the Resolution recorded Mr. Peterson as abstaining and the remaining members voting aye. The meeting adjourned at 10:15 a.m.
Next steps: staff will accept the Foodbank's due-diligence submissions before returning the deposit and will complete steps to execute the Rudd Lane purchase documents as authorized by the board.
