EDA grants Phoebus Partnership permission to commission mural on Phoebus Public Library

Regina Facteau presented a proposal March 17 asking the Economic Development Authority to permit the Phoebus Partnership to design and commission a community-driven, historic/artistic mural on the EDA-owned blank northeast-facing wall of the Phoebus Public Library at One South Mallory Street.
Facteau told the board the Partnership has applied for a Neighborhood Commission Placemaking Grant to cover the mural's estimated cost of $70,000–$75,000 and plans to conduct a public-art survey to gather community input. Director John C. Ishon said he "does not like the idea of painting brick" and asked if there were alternatives. Facteau responded that wall-cling murals have issues and that painting the wall is a better option.
Secretary/Treasurer Leonard L. Sledge noted that City Council had been provided project details in a Friday memorandum and that no questions or comments had been received. Vice Chair Charlene Clark said she would like the mural to represent Phoebus' past, present and future.
On a motion by Vice Chair Clark, seconded by Director Dwayne B. Blake, the board granted the Phoebus Partnership permission to design and commission a historic/artistic, community-driven mural on the blank northeast-facing wall of the Phoebus Public Library at the intersection of County and Mellen Streets, subject to receipt of Neighborhood Commission Placemaking Grant funds from the City of Hampton, final design approval by the EDA, and an executed legal agreement between the EDA and the Phoebus Partnership. A roll-call vote recorded Ayes: Blake, Claiborne, Ishon, Peterson, Pompey, Clark and Campbell; Nays: None.
Next steps: the Phoebus Partnership will proceed with the grant application and public survey; final design and a legal agreement must be approved by the EDA before work may begin.
