The Waupaca Common Council voted unanimously on June 2 to approve Resolution No. 1592, a preliminary resolution declaring the city’s intent to levy special assessments for sidewalk replacements under Wisconsin Statute 66.0703.
Interim city administrator and public works director Justin Behrens told the council the plan identifies sidewalks in marginal to poor condition and estimates costs that will later be finalized. "This is a preliminary resolution, based on the sidewalk assessments," Behrens said, adding that the numbers in the packet are estimated and that crews will measure work after it is complete to establish the final assessment amounts.
The resolution authorizes staff to proceed with replacement work and return to council with a final resolution showing exact assessments for each property. Mayor Brian Smith presided over the vote; the motion to approve, made by Olson and seconded by Martin, carried on a roll-call vote recorded as 10 ayes.
Why it matters: the preliminary resolution permits the city to start contracting and replacement work. Property owners identified in the packet will later receive the final assessed amounts after the work is measured and the council approves a final assessment resolution.
Next steps: staff will complete the work, perform final measurements, and return to the council with a final resolution that will list the precise assessment amounts for affected properties.
