A board member read the letter into the record, which states that at a May 7, 2026 meeting the board voted 4–1 to approve application PSPR262, submitted April 21 with final revision plans dated May 15, 2026, submitted by Richard Riccio on behalf of the property owner, Cosaya Nasrella. The letter lists conditions including: approval by the conservation commission; inclusion of the apron in the entry/exit per the highway department; construction of the perimeter fence according to the plan; and that Saturday construction must include privacy slats on the fence bordering the soccer fields. The letter also says any relief not expressly granted is denied.
The board discussed the wording and details of that affirmation letter. One member said the document should explicitly cite the plan number and the date the conservation commission approved any related items so the town has a clear record if conditions change. "Those are the conditions we talked about," the Chair said; another member asked that the applicant and the property’s address be clearly listed in the body of the letter.
The board did not sign the letter at the meeting. Instead, members agreed that a board member would draft edits to the letter during the meeting and circulate the revisions so the group could confirm the final text and ensure references (plan number, dates, and which conservation approval the letter is contingent on) are included before the Chair signs.
The read letter recorded the earlier roll call on the original application as: Thomas Milius (chair) — yes; McGainer (vice chair) — yes; Amy Troop (clerk) — no; Bruce Sylvester — yes; Jamie Walsh — yes. Board members noted that Bruce Sylvester was absent from the June 4 meeting.
The planning board also asked staff and members to try to locate the original order of conditions and any redlined or certified plan documents, and to resolve phrasing about permitted Saturday construction hours and the exact placement of privacy slats along the soccer field before executing the affirmation letter.
Next procedural steps: the board will circulate the drafted edits for review and expects to put the revised affirmation letter on a future agenda for signature once the referenced documents and clarifications are inserted.
