The Montgomery County council committee unanimously approved two items to abandon portions of public right-of-way related to private development and site improvements.
Old Georgetown Road: Staff described an abandonment tied to a new assisted-care facility at 11565 Old Georgetown Road that includes ground-floor retail. MCDOT and staff recommended approval provided that the new stairway from the property remain open to the public and that storm-drain and public-utility easements be recorded in the usual manner. Committee members voiced no objections and approved the abandonment.
Broad Street (6401 Broad Street, Bethesda): Committee considered an abandonment of approximately 4,500 square feet serving as a gravel driveway adjacent to 6401 Broad Street. MCDOT advised that the area was not needed for present or anticipated public use, which normally supports approval; however Pepco identified a utility pole and overhead wires in the area and recommended a perpetual utility easement to preserve access. The committee accepted staff guidance to approve the abandonment in principle but require Pepco agreement on access and utility easements before transferring the property to the petitioner.
Outcome: Both abandonments were approved without objection, with staff instructed to ensure required easements and ownership documentation were resolved prior to conveyance.
