The City of Fremont Planning Commission voted April 20, 2026, to approve a Blight and Substandard Study covering approximately 22.1 acres described as parts of TL 50, 120 and 132 in Section 12 T17 R8E, generally located northeast of North Cedar Street and East 23rd Avenue North.
The request was presented by MBEE and Marvin Planning Consultants; Planning Director Jeffrey B. Ray delivered the staff report and recommended approval. Chair Stan Darling opened a public hearing, received comment from the consultant, and then closed the hearing before a motion to approve.
Commissioner Darling moved to approve the study and Commissioner Landholm seconded. The motion passed with five votes in favor (Landholm, Carlson, Sawtelle, Darling, Jaeger) and two votes against (Nielsen and Einspahr). Commissioner McKay was absent.
City staff noted that maps and copies of the Blight and Substandard Study are available for review at the City of Fremont Planning Department office at 400 E Military Ave. The commission recorded no amendments to the study during the meeting.
