Administration told the council Cross has completed the design and engineering work and the construction contract would complete the facility. Staff said the project is part of the WRAP 2 streetscape grant and that $165,000 of the project is covered by grant funding; the remainder would come from budgeted local funds. One councilor urged postponing the project, saying the dock hosts limited events this year and the cost is large. Staff and other council members countered that the project is budgeted, delay would likely increase costs, and grant funding reduces the city’s net expense.
"This is a large amount of funds," a councilor said during debate, urging postponement to ease near‑term budget pressure. A staff member replied, "This is part of the WRAP 2 grant for all of the streetscape and that restroom ... there is a $165,000 in grant funding to cover a portion of this." The motion to approve the Cross General Contracting construction contract carried on roll call.
Staff said Cross General completed design/engineering and that staff will report back with final scheduling and budget accounting. The council approved the motion to proceed.
