Perry council accepts $7.01 million RISE package to fund Sumas Court and Willis Avenue roundabout

The Perry City Council voted May 26 to accept Revitalization Iowa (RISE) funding for a Sumas Court project and a Willis Avenue (Highway 141) roundabout and moved forward with procurement actions for Sumas Avenue work.
City staff outlined the RISE package: "$2,894,620 of immediate opportunity funding," a local‑development RISE allocation of $2,626,162, and a local contribution of $2,474,431 for a total project listed as $7,006,203." Council members moved, seconded and approved the resolution by roll call.
Staff also presented a resolution ordering bids, approving plans/specifications and publishing notice for the Sumas Avenue project. The city engineer reported an engineer’s probable construction estimate of $3,000,709.08. Staff confirmed documents were in order for the June 30 schedule.
Separately, the council approved Pay Application No. 6 for the downtown improvement phase 1 project: $262,610.08 to TK Concrete Inc for alleyway work on Long Morford. Staff noted the recent rain but said the south half of the alleyway appears ready to proceed and crews will monitor site conditions.
Why it matters: The RISE funding, related local match and the procurement timeline move major roadway and downtown improvements into the construction phase. The council’s approvals authorize staff to advertise and take bids and to pay the contractor for completed work identified in the pay application.
