City advances RFP for 303 E Main; board flags neighbor-pressure concerns and small site footprint

Board staff reported that City Council on May 4 endorsed release of a request for proposals for the property at 303 E Main and that staff sent the RFP to about 30 developers. Marketing Director deRoo said the City had notified neighboring property owners by letter that developers may contact them, and that owners retain options including remaining in place or selling to another resident instead of a developer. As of the meeting, no neighbors had contacted the City about the RFP.
Board members noted development constraints: the site will need a reserved space for a boiler to support potential future snowmelt systems, and SARB members observed that without acquisition of adjacent parcels the footprint available to a developer would be quite small. Members also emphasized the city retains discretion to reject proposals that do not align with the downtown vision.
There was no vote on the RFP at the meeting. Staff will proceed with the RFP process as endorsed by City Council; developers interested in responding were contacted and the board’s concerns about neighbor outreach and small lot size were documented for staff consideration.
