Commission approves large rezoning package as amended after mixed public comment

The Lubbock Planning and Zoning Commission on June 4 approved a broad rezoning package (zone case 3544) for Council District 5 as amended after a lengthy public hearing and debate.
Staff presented the package as a "clean‑up" of prior annexation and zoning irregularities affecting multiple parcels, saying the proposed changes would reclassify properties from SF‑2, HC, IP, LI and GI to a mix of SF‑2, Auto Urban Commercial (AC), Heavy Commercial (HC) and Industrial Park (IP). Staff reported 915 notification letters were sent and they received 10 in favor and 14 in opposition.
Attorney Ames Hutton, representing developer Lubbock Guys LLC, told the commission his client has spent "significant resources in reliance on the current light industrial zoning," and asked the commission to remove 6050 50th Street from the rezoning list so his client’s planned restaurant and entertainment venue could proceed. Hutton said the rezoning was city‑initiated and that the timing "undermines the principles of fairness and regulatory certainty" for a property under contract and active entitlements.
Campbell Foster, a manager for Lubbock Guys LLC, said the developer had been "working on this project a long time" and was "very excited about the possibility of coming to Lubbock." Another resident, Scott Gloyner, urged the commission to avoid imposing heavy commercial zoning immediately adjacent to homes, saying heavy commercial "is a little too much" for parcels that back up to a neighborhood.
Commission debate focused on balancing consistency with the future land use plan against impacts on near‑neighbor residences and active developments. Chair James Bell moved to approve the rezoning package except for a short list of addresses the commission set aside for separate consideration. Commissioners then amended that motion to also remove 7009 Marcia Sharp from the parcels to be rezoned. The amended motion carried 7–0.
Later in the meeting a separate motion concerning the pulled properties was brought forward; that motion failed 0–7. Commissioners noted that even with the commission’s action, the rezoning decisions will proceed to the City Council for final action.
The commission adjourned at 6:57 p.m.
