Charlotte County Public Schools reviews policy updates, flags bonding language for internal funds

The Charlotte County Public Schools board reviewed a package of policy updates at a June 2 workshop and asked staff to revise how a bonding requirement is written so it does not inadvertently require bonding every employee who handles internal funds.
A district presenter introducing the "web content, apps and services" policy said the Department of Justice "actually pushed back the ADA compliance" that the policy addresses, but added the district will proceed with website changes to improve accessibility for all users. Vice Chair Atkinson and other board members noted minor typographical fixes.
The workshop packet included an updated fiscal planning policy (policy 62.10) that staff said had not been revised since 2005 and that now incorporates statutory changes and cross-references to policy 6100 for fund-balance definitions. Staff also proposed two new or replacement policies covering fundraisers (66.08) and internal funds procedures (66.10).
A committee member raised a significant drafting concern about the proposed internal funds language. "I've got anybody touching a dollar," the member said, arguing the current phrasing could be read to require bonding for every employee who ever handles cash for a booster, concession or school activity. The presenter responded, "We can make changes to this as well," and the board requested revised language to limit bonding to roles that statute or risk-management policy requires.
Staff also presented changes to the district's tutoring policy (3129.01), clarifying that teachers may use district facilities for tutoring with principal approval but should not tutor students they grade in the same class. Support-staff guidance was updated in parallel. In HR-related policies staff updated sick-leave and retirement definitions "to align with statute," specifying retirement as receipt of FRS or SSA benefits.
Finally, the packet included rescission of policy 66.75 referring to "Best and Brightest" funding; staff said that funding has not been available for about eight years and recommended removing the outdated reference.
The board did not take formal votes during the workshop; staff said they would return with revised language on the bonding requirement and other edits for future action.
