Administration and consultant materials showed six bids were opened May 27, 2026. The posted project estimate referenced in the meeting was $7,048,055.3. The council approved the recommended award of the base bid of $6,259,422.73 plus Alternate B of $45,400, for a total contract amount of $6,304,822.73. Council members said alternate items and pavement options were described in the bid documents; the recommendation was for the base bid plus Alternate B. Funding for the project was stated as local option sales tax proceeds and Lamar Area Betterment Foundation funds.
Separately, the council approved an ISG services agreement for construction administration in the amount of $236,655, to be paid from local funds and Lamar Area Betterment Foundation funds. Council and staff noted related work already underway: water-main relocation to allow contractor access, traffic-signal conduit work downtown, and storm-sewer work on 18th Street SE. Paving of Central Avenue was described as planned for spring 2027 after subgrade and drainage work.
