Commission approves postcard-style mural for downtown building owned by Teresa Munoz

The Keizer arts commission voted to approve a postcard-style mural concept for a downtown Keizer building, the commission chair said, after the building owner requested two changes.

Artist Patricia Young, who introduced herself at the meeting, presented the mural concept and said the dimensions were planned at about 10 by 12 feet and that she hoped to complete the painting by the end of June. "I might be able to do it in a week more or less," Young said when asked about the schedule.

Commission members and staff discussed color choices and composition, including centering and perspective adjustments so the mural reads as a 'postcard' from the sidewalk. Chair (Speaker 1) reported the property owner, Teresa Munoz, approved the design with two conditions: including a waving figure and adding irises from the original concept art.

Members also discussed logistics: short-term scaffolding placement that could temporarily remove up to three parking spaces, and coordination with the restaurant on site so painting would not conflict with peak hours. The commission agreed staff would pass contact information to the owner and coordinate scaffolding timing before work begins.

The commission moved to approve the artist’s concept and proceeded to a voice vote; members voted in favor and the mural was approved. The chair said staff will follow up with the artist and property owner on scheduling and any final adjustments.

The commission’s immediate next steps are to confirm a firm start date, secure scaffolding access, and finalize the vendor invoice for supplies already committed to the project.
