Commission grants conditional-use permit for mobile bartending business on rural parcel

The Dallas County Planning & Zoning Commission voted unanimously April 21 to grant a conditional-use permit under Section 45.09.3.B(xi) for Jillian Harrington’s mobile bartending service on Parcel 1525352001.
Harrington said the business has operated for several years, serving ticketed events with no more than about 30 people and ending events by 9 p.m. "We are a mobile bartending service outside Van Meter," Harrington said, adding the business has operated under an eight-month liquor license and does not plan to expand beyond the proposed conditions.
Director David Hockett described the permitting path as a corrective measure: the business had been operating without the conditional use the county now requires, and formalizing the permit will smooth liquor-licensing processes and allow the business to operate openly within set capacity and hours. Hockett said staff checked the application against the conditional-use criteria, found on-site parking adequate and received two letters of support.
Steigleder moved to approve the conditional-use permit; Hutzell-Dymond seconded. The commission’s vote was 7-0 in favor. Hockett said the permit can include conditions such as maximum capacity and hours and that any expansion would require return to the county for reconsideration.
The conditional-use approval will proceed to the Board of Adjustment for final processing as outlined by county code.
