The Dallas County Planning & Zoning Commission voted 7-0 on April 21 to rezone a 19.35-acre parcel (Parcel 0834400007) from A-1 (agricultural) to RE-1 (suburban estate) for a proposed four-lot single-family subdivision for petitioner Justin Frampton.
Larson, a county staff member, told the commission the proposal includes four single-family lots served by septic systems and a wet pond for stormwater. He said the parcel sits immediately west of the City of Grimes, appears in the county’s Comprehensive Plan as targeted residential growth and has been reviewed by Environmental Health, which will require septic systems. Larson recommended approval as consistent with the Comprehensive Plan.
Chair Michael Hegarty presided over the discussion. Thompson moved to approve the rezoning; Erickson seconded the motion. The motion carried 7-0.
The commission’s approval was for the rezoning only; Larson noted that subdivision-level details such as road access, lot configuration and any required entrance permits would be addressed in subsequent plat and permitting reviews. The item’s record shows coordination with Secondary Roads for entrance permitting will occur at the subdivision stage.
The next procedural step is the plat and any municipal coordination with Grimes to ensure road and utility standards are met.
