Dallas County approves Raccoon River bridge plans, authorizes June 25 bid letting with Van Meter

The Dallas County Board of Supervisors on May 19 approved plans and specifications for improvements to the Raccoon River bridge and the Raccoon River overflow channel bridge on 360th Street (F90) and authorized the project to go to bid. Calhoun-Burns & Associates certified final plans for deck overlays, repairs to bridge superstructures and approach work; the board directed staff to proceed to a bid letting to be held by the City of Van Meter on June 25, 2026.
The board also approved an intergovernmental agreement (a Chapter 28E agreement) with the City of Van Meter that describes five related roadway and bridge projects and establishes responsibilities: the City will be the responsible public agency for design and construction and will finance the roadway improvement components defined in the agreement, while Dallas County will cooperate on plan development, permitting and rights-of-way for unincorporated areas. The 28E lists Projects 1–5 and explains that Project 2 covers the Raccoon River bridge repairs and overflow channel bridge repairs certified by Calhoun-Burns.
The certified plan set in the county packet includes structural details, repair quantities and traffic-control requirements prepared by Calhoun-Burns; the board’s approval authorizes the contract documents to be advertised and bid under the City’s procurement schedule. The engineering packet identifies typical work as bridge-deck overlay and localized concrete repair, removal and replacement of guardrail and approach pavement work, cleaning and painting of structural steel where required, and related traffic-control and environmental compliance measures.
The board’s action on plans and the 28E does not itself commit final construction contract award or specify a construction contractor; the packet and the certified plans will be used to solicit competitive bids. The City of Van Meter is listed as the entity that will conduct the June 25 bid letting. The contract documents filed with the packet require bidders to complete the work by March 15, 2027 and establish a liquidated-damage rate in contract terms.
Where the packet included funding and administrative documents, it shows the City and County intend to divide cost responsibilities by project in the 28E, with the City funding those roadway components the agreement assigns to it; Dallas County retains engineering certification and trustee responsibilities on drainage and county-owned portions. The board recorded the approval as Resolution 2026-0067 and directed staff to coordinate advertisement and pre-bid requirements with the City of Van Meter.
What happens next: the plans and specifications will be posted as bidding documents and the City will open bids on June 25, 2026. The county’s action cleared the engineering and intergovernmental steps needed to proceed to procurement and eventual construction.
