Luther Burbank waterfront project advertised for construction after multimillion-dollar grant awards

City staff told the Parks and Recreation Commission on June 4 that the long-planned Luther Burbank Park waterfront improvement project has been advertised for construction and is moving toward a July contract award.
Interim Parks, Recreation and Facilities Director Ryan Daley said project design began in 2020 and the work will reconfigure docks, pathways, the beach and the plaza to improve universal access to the waterfront. "The project has received more than $5,000,000 in state and county grants," Daley said, and staff must secure more than 20 permits from eight federal, state and local agencies before construction begins.
Bidding closes June 30 and staff anticipate bringing a recommended bid award to city council in July. Daley estimated construction would take 15 to 18 months after contract award and said the city’s goal is to begin work in late August.
Staff told the commission they will provide a comprehensive September update to the commission and will include this project in a wider capital-projects briefing that month.
Beyond Luther Burbank, staff also described irrigation-controller upgrades at Aubrey Davis Park funded through the Saving Water Partnership, ongoing milfoil removal in swim areas using divers and mechanical rakes, and small park amenities including a donated "dog stick library."
