Commission awards design‑build contract for new public safety facility to Core Construction

The Treasure Island City Commission authorized the award of a design-build contract to Core Construction Services of Florida LLC for a new public safety facility during its March 3 meeting.

Commissioners heard staff explain that the design-build method was chosen to accelerate delivery and to allow construction and design teams to coordinate closely on specialized public-safety needs. Gary Volanek, public works director, described the project as more complex than a standard yard or maintenance facility and said design‑build helps integrate architecture, structural, and trade contractors early in the process.

Police and fire leaders reviewed preliminary layout and square footage and said the program matches their current needs. "The most important thing for us is that we have a locker room area for the officers... We have showers for the officers," the police representative said, adding they were satisfied with the efficient layout. Fire Chief Tripp Barrs said the fire component requires separated living and work areas and specialized ventilation to avoid cross‑contamination; he said the design‑build team is "top notch" and that staff were confident the selected team "will meet our needs and exceed them."

Staff said eight teams initially responded to the RFQ, several were interviewed and shortlisted, and interviews informed the selection. The commission approved the award on a voice/roll-call vote. Staff estimated construction and turnover would take about 16 to 18 months.

Next steps: staff will finalize the contract documents with the selected team and begin design and permitting under the approved authority.
