Staff recommends corrections to Willard zoning and future‑land‑use maps; commission favors several map changes
Summary
Staff presented a 10‑year review of Willard zoning and future‑land‑use maps, finding mislabeled parcels and recommending changes including converting several PUD future‑land‑use designations to R‑1 half‑acre and reclassifying highway frontage to commercial‑neighborhood; commissioners asked staff to prepare map updates for review.

Staff told the commission they reviewed rezones and ordinances going back about ten years and found numerous parcels mis‑labeled on the city zoning and future‑land‑use maps. "Quite a few of our parcels have been incorrectly labeled throughout the years," the staff member said, summarizing the cleanup work and showing printed maps to the commission.
Among the recommendations: change several northern parcels currently shown as PUD in the future‑land‑use map to R‑1 half‑acre, correct parcels that had been changed erroneously, mark steep east‑side parcels as sensitive land, and change sections currently labeled commercial‑general along the highway to commercial‑neighborhood where houses exist.
Commissioners discussed specific parcels (including the old Ormond property and parts of Deer Run) and whether previously rezoned PUD parcels should remain PUD or be switched back to R‑1 half‑acre. Staff reminded the commission that rezoning the zoning map (to correct clear labeling errors) can be done by ordinance, while future‑land‑use and general‑plan changes typically require a public hearing and broader review.
Members also discussed preserving orchard areas above Canal Road and whether to designate some mountain‑adjacent parcels as 3–5 acre to protect orchards and the town’s rural character; the chair said that proposal could be drawn and shown as "proposed" so the commission could review it without committing to a final decision.
Next steps: staff will prepare a set of map changes and written materials for commissioners to review ahead of the next meeting; if the commission opts to proceed with general‑plan changes, the city will schedule the appropriate public hearing process.
