Council approves reimbursement to developer for storm-drain work at Valley Grove Phase 7

Staff explained the developer is prepared to front the cost because they need the improvements sooner than the city’s planned schedule. The agreement formalizes the city’s obligation to reimburse the developer up to the stated maximum when the city has the funding and the improvements meet agreed specifications.
A motion to approve resolution 2026-029 was made by Councilmember Anderson, seconded by Councilmember Phillips, and the roll call recorded a unanimous 'Yes' vote. Council agreed the reimbursement supports timely development while preserving the city’s ability to control when infrastructure is constructed and paid for.
Staff indicated the location is near North County Boulevard and 1300 West and that the work relates to a detention basin the city previously planned to serve the area. Council members had no additional questions and approved the resolution.
