School board sets construction excise tax, grants easements to Clackamas County for road and sewer work

The North Clackamas School District board on June 4 approved the district’s construction excise tax rates for 2026–27 and granted both a temporary construction easement and a permanent sanitary sewer easement to Clackamas County.
Finance director Matthew McCarra recommended an excise tax of $1.70 per square foot for residential construction and $0.85 per square foot for nonresidential construction (with a nonresidential maximum of $42,400). Director Tam Trang moved the rate approval and Director Kemp seconded; the board approved the measure by recorded vote (7–0 reported).
Separately, Chief of Operations Teresa N. Webster and Executive Director David Cruz described a county request for a temporary construction easement affecting the district’s bus exit driveway and adjacent walkway at Courtney Ave. The county needs approximately an extra 5 to 6 feet of district property temporarily to complete sidewalk and road improvements during summer work (June–September 2026). Director Wachter moved to grant authorization for the superintendent to execute the temporary easement; Director Kemp seconded and the motion passed 7–0.
The board also authorized the superintendent to grant a permanent sanitary sewer easement for a portion of NCSD’s transportation property at 15670 Southeast 102nd Avenue so the county can access a neighbor’s sewer line if work is required. Director Dobson moved, Director Kemp seconded; the board approved the permanent easement by roll call, recorded as 7–0.
What it means: The excise tax rates provide a predictable funding source for public facilities while the easements allow the county to complete public infrastructure work that touches district property. District staff said the temporary easement would not affect bus operations because the county will schedule work during summer break.
