"We are now in the strategic planning portion of this plan," the presenter said, outlining the approach: identify goals, then strategies, then initiatives and milestones that staff will track. The presenter described examples: closing gaps in the bicycle and pedestrian network, improving crossings, expanding multi‑use path connections into rights of way, and strengthening data and safety monitoring.
Commissioners debated whether crossings should be separate from gap closure and discussed prioritizing initiatives that connect trailheads to on‑street networks. One commissioner urged stronger language on implementing projects that create Greenway connections, while staff cautioned that some initiatives rely on other agencies and that project delivery and federal funding timelines can be protracted.
The presenter described the plan's intent to produce a matrix of prioritized projects (about 20 prioritized projects listed) with delivery options — road diets, lane reallocations or capital projects — rather than a separate one‑pager for each segment. Commissioners asked that draft 2 be circulated with staff recommendations so members could provide targeted feedback before the next formal review.
The commission agreed to review draft 2 when available and to flag red lines or high‑priority initiative suggestions for inclusion; staff said they would aim to circulate the next draft by the end of the week and suggested a special call if necessary.
