Old Manchester affordable-housing site removed after methane detection; city seeks alternatives

City Manager Elle Cole told the Chelsea City Council on April 27 that the Old Manchester site previously under consideration for affordable housing is no longer being pursued after methane was detected on the property.
Cole said the City is examining alternative sites and remains ‘focused on affordable housing,’ while staff complete related work on budgeting and audits. She also reported the city’s water expansion project was rebid after receiving only two proposals and that she and Council Member Sam Angus are developing a community sidewalk survey to identify needed repairs across the city.
No formal land-use action or contract award for a replacement site occurred at the meeting; staff indicated they will return with options for Council consideration.
