Staff warns PCCD grants on hold; board plans tax-billing step if governor’s budget delayed

At the June 2 meeting, a district staff member briefed the Northern Cambria School Board on grant monitoring and near-term revenue planning. The staff member said several Pennsylvania Commission on Crime and Delinquency (PCCD) grants were placed on hold for monitoring covering 2024–2025; staff are finalizing eGrants submissions and time sheets and expect the holds to be lifted within one to two weeks so the district can seek reimbursements, including for SRO and mental-health worker costs.
The staff member also noted corrective action items from Title grant monitoring created a small budget variance — "like plus or minus $3 or $4,000" — which the district has a year to resolve. He warned the district is heavily state-revenue dependent and that, as of the meeting, Governor Shapiro’s budget had not been passed. To provide an interim revenue stream, the staff member said he and Missus Stuck plan to issue tax bills by July 1 so the district has funds into August if a state budget is delayed.
Why it matters: Delays in state budgets can directly affect cash flow for districts that depend on state aid; issuing tax bills earlier than usual is a short-term measure to maintain operations.
