Chelsea council approves proclamations, event permits, and multiple project resolutions

At its April 27 meeting the Chelsea City Council unanimously approved proclamations for National Apprenticeship Week, Trek For Vets Day and Pride Month; it also adopted special event permits, accepted a park donation, approved office redesign and a DDA facilitation agreement, and authorized MDOT and SEMCOG project resolutions and LIEAF participation.
Chelsea City Council approved several proclamations, permits and resolutions on April 27, voting unanimously on routine and project items that will affect downtown programming, parks and upcoming road and sidewalk construction.
Proclamations and events: Council approved a proclamation recognizing National Apprenticeship Week (April 26–May 2, 2026), a proclamation supporting Trek For Vets (Chelsea stop on May 22, 2026), and a proclamation designating June 2026 as LGBTQ+ Pride Month. The Council also adopted special event permits for Agricole’s Farm Stop fundraiser for Our Neighbor's Basket (June 20) and a free Kids Fun Fest at Pierce Park (May 23).
Administration and downtown: Council approved redesign services for the administration office with Wolverine Commercial Furnishings to create improved privacy and collaborative workspace, and approved a facilitation agreement between the Downtown Development Authority and the Chelsea Area Chamber of Commerce that formalizes coordination while preserving DDA policy authority. The Council noted Lisa Freeman’s promotion to Economic Development Specialist to support downtown priorities.
Parks donation: The Council accepted a 100% donor-funded shade pavilion from the Chelsea Area Pickleball Association (CAPA) for TimberTown Park; CAPA or its contractor will complete zoning review and permit fees and the City will assume ownership.
State and federal project resolutions: Council adopted Resolution #2026-18 authorizing MDOT Contract #26-5077 for the North Street reconstruction (engineer estimate $796,680; MDOT-funded maximum $374,439; estimated city share $422,241) and named Director Derik Bollinger and Clerk Lyn Sebestyen as authorized signatories. Council also adopted Resolution #2026-19 approving the Belser Estates sidewalk project (engineer estimate $172,000; federal/SEMCOG maximum reimbursement $130,571; city share $41,429). Both motions carried unanimously.
Energy assistance program: Council adopted Resolution #2026-17 to continue participation in the State of Michigan Low-Income Energy Assistance Fund (LIEAF) and to accept future rate increases; the minutes note the per-household rate increased from $1.25 to $1.50 this year.
All motions reported in the minutes were recorded as carried by unanimous vote. Where available, staff will return with implementation steps such as posting MDOT projects for bid and completing zoning reviews for donated structures.
