Horseheads amends procurement chart to ease small-dollar purchasing

On May 27 the Town Board amended the local procurement chart, removing the requirement that purchases of $2,500 or less must have two verbal quotes. The change, adopted by Resolution #105, was proposed after Town Clerk Cathy R. Wood said the two-quote rule made day-to-day office purchasing difficult.
Town Attorney John P. Mustico and board members discussed procurement policy goals and audit concerns. Several council members said the intent is not to micro-manage department heads but to ensure fiscal responsibility; board members emphasized that large, out-of-budget, or unusual purchases should still come before the board and encouraged buying local whenever feasible.
Resolution #105 passed unanimously and instructs that the local procurement chart be amended to remove the two-verbal-quote requirement for purchases of $2,500 or less. The board will continue to review payment claims and may request quotes or documentation for larger purchases.
