The Clayton school board voted to adopt the district’s fiscal 2026–27 budget after a presentation from John, the district’s chief financial officer. John said the proposed budget is balanced and that the document reflects minor corrections from the preliminary version.
John outlined the revenue and expenditure picture, saying the district expects about $130,200,000 in revenue and roughly $136,000,000 in expenditures. He told the board that voters in April authorized $135,000,000 in bonds and that the district plans to issue the first tranche at about $45,000,000, with proceeds including premium expected closer to $47,000,000. "The budget is balanced," John said during his presentation.
The CFO described how fund balances will decline slightly but remain within policy targets; he noted the district’s formal policy requires fund balances to remain above 25% of spending and recommended striving to stay above 35%. John said the changes since the preliminary budget amount to roughly $63,000 of increased spending in Fund 1 and about $197,000 of reduced spending in Fund 4 (a duplicate entry that was corrected). He also described capital items and a consolidated technology improvement plan budgeted at $675,000.
Board members asked clarifying questions about specifics raised in the preliminary session and confirmed they had received follow-up responses by email. A board member moved to approve the budget, the motion was seconded, and the board approved it by voice vote (ayes recorded with no opposition announced).
What happens next: John said the finance team will proceed with the cash-flow and bond timing steps described in the presentation, including preparing design-development estimates that are expected to be revised by August. The approved budget authorizes the capital projects and the planned use of bond proceeds.
