Why it matters: the sidewalk is adjacent to the courthouse and would add pedestrian access where none exists today; accepting the grant obligates the county to provide the local match and to carry contingency and inflation risk between now and construction.
Board members asked for a detailed cost breakdown. The transportation manager said the $1.69 million estimate accounts for right‑of‑way acquisition and engineering and offered to share the detailed plans with supervisors. One supervisor noted concern about the per‑mile cost and public reaction; staff said the segment is roughly one‑half mile and that the TA funding and federal requirements (including ADA compliance) influence design and cost.
Staff also said Easton Trails revenues (proffers from residential construction) could be used to replenish the CIP if the board approved transferring funds now; staff indicated the Easton Trails account could be backfilled within a few months if necessary.
Next steps: staff recommended the appropriation be placed on the board’s agenda for formal consideration later the same day; if approved, staff would move forward with agreements and continued project scoping. The transportation manager said detailed project documents and the grant terms will be provided to supervisors in follow‑up.
