Plan Commission approves Regner Park skate‑park site plan; commission hears floodplain, sewer and fundraising questions

The Plan Commission approved a site plan for a new concrete skate park at Regner Park (800 North Main Street) during the June 2 meeting.
John introduced the site plan and Jim (staff) summarized the design and technical issues, saying the skate park will "wrap around" existing courts, include an on-site stormwater strategy and require replacement of a sanitary sewer line that runs through the area. Jim told commissioners the project "is located within our the flood fringe or the flood plain, so a flood analysis or calculation is, needed prior to releasing the project" and recommended approval with three listed conditions relating to stormwater, floodplain and erosion control.
Commissioners questioned risk related to placing structures over sewer laterals, phasing and lighting. Jed compared the risk to placing a shed over an underground lateral; Jim responded that the project includes replacing the existing sewer line with a new pipe. Commissioners confirmed this approval covers the overall project (all three phases) so the developer would not have to return for each subsequent phase; lighting is not proposed in the plans and would require a future amendment if added.
Rick Fox, described by the chair as a long-time project participant, said the existing skate park "sits on the city parking lot" and will be removed once the new facility can be constructed, likely by the end of summer or possibly this fall. The chair and commissioners noted fundraising progress, including an anonymous donor and park impact fees, but said additional fundraising remains necessary to complete later phases.
The commission moved, seconded and approved the overall site plan by voice vote. Staff will require the floodplain analysis and the listed stormwater and erosion-control conditions before final project release.
