Plan Commission approves land-use and zoning changes for 446–448 South Main Street

The West Bend Plan Commission approved a comprehensive-plan amendment and a companion rezoning for 446 and 448 South Main Street on June 2, converting about 0.23 acres from commercial to two-family residential.

John (staff) introduced the public hearing for Comprehensive Plan Amendment No. 46 and explained the request to change the recommended 2020 land use. Jim, speaking for city staff, said the property owner “is requesting change the land use from the commercial, land use to 2 family residential land use,” and told commissioners the request aligns with adjacent two-family uses.

Staff reported notices were sent and recommended approval. The chair opened and closed the public hearing after no members of the public came forward. Commissioners moved, seconded and approved the land-use amendment and then approved a zoning amendment to change the zoning from B-1 Community Business District to R-D (two-family residential) to permit the proposed renovations and two-family use.

The record shows one general inquiry during public notice and no formal objections. The commission acted by voice vote; the meeting minutes record the motions and that each motion "carries." The packet contained a draft resolution the commission asked be executed to record the change.

With both the plan amendment and rezoning approved, the property owner may proceed with redevelopment steps subject to any standard permitting, recording of the resolution, and compliance with conditions noted in staff materials. No mover/second names or roll-call tallies were recorded in the transcript for these voice votes.
