Bayside review committee approves two fences, a shed and a ramp-material change; rear temporary ramp removal deadline upheld

Trustee Liaison Ben Minkin, serving as chair pro-tem, opened the Sept. 15, 2025 Architectural Review Committee meeting and led the panel in a series of approvals for residential exterior projects.

The committee unanimously approved a revised fence request from homeowners Arica and Tim Halverson at 9122 North Iroquois Road, agreeing to a five-foot-high wood picket fence built with 3-inch boards and 3-inch gaps; the Halversons said the fence will either weather naturally or be sealed. Committee Member Marisa Roberts made the motion, and Committee Member Jeffrey Harrington seconded it.

Also approved was a 127-lineal-foot, four-foot-high black aluminum fence for homeowner Bill DeGroot at 9350 North Thrush Lane, including a five-foot gate on the south side, a four-foot gate on the north side, and a six-foot setback on the north. The motion to approve was made by Chair pro-tem Ben Minkin and seconded by Committee Member Marisa Roberts.

Homeowner Rich Foscato received approval to install a 60-square-foot shed at 230 East Brown Deer Road; the committee recorded that the shed will sit about six feet from the home and 11 feet from the west lot line. The motion to approve was made by Chair pro-tem Minkin and seconded by Committee Member Roberts.

A more contested item involved 110 West Krause Place. Homeowner Mahmmod Muhamad requested that a previously approved concrete front ramp be changed to gray composite material. Committee members discussed the temporary rear ramp: Committee Member Jeffrey Harrington asked about its status; Committee Member Marisa Roberts said the rear ramp’s aesthetics did not meet community standards and recommended removal; neighbor Lori Kindred also said she opposed the current rear ramp and preferred landscaping concentrated around the patio. Assistant to the Village Manager Emma Baumgartner reminded the group that the committee could not alter a previously approved motion that was not on the agenda. The committee voted unanimously to allow the material change for the front ramp and to uphold its July 21, 2025 direction that requires installation of the front ramp, completion of a front landscape plan, and removal of the rear temporary ramp by Sept. 19, 2025. The motion to change materials and reaffirm the prior requirements was made by Chair pro-tem Ben Minkin and seconded by Committee Member Jeffrey Harrington; a subsequent motion to specifically uphold the rear ramp removal deadline was moved by Chair pro-tem Minkin and seconded by Committee Member Marisa Roberts.

The committee approved the Aug. 18, 2025 meeting minutes at the start of the session and adjourned at 5:49 p.m.

The decisions affect individual residential properties and do not create new Village-wide policy; the action on 110 West Krause Place includes firm dates for compliance and an earlier related directive from the July 21, 2025 Architectural Review Committee meeting.
