Madison County commissioners approve multiple contracts, set budget calendar and reserve meeting room for election tallying

Madison County Commissioners Duke W. Gilman and William A. Todd met in Virginia City on April 14, 2026 and approved a series of administrative and procurement items affecting road maintenance, county facilities and nursing home funding.
The board voted unanimously among members present to approve awarding magnesium chloride contracts to the lowest qualified bidders for each road maintenance district. The bids approved were: Enviro Tech Services, LLC for District One at $209 per ton; W.E. Dust Control & De-Icing, Inc. for District Two at $191.49 per ton; and Mountain Valley Construction/Dust Busters for District Three at $240 per ton. Commissioner Gilman moved the award and Commissioner Todd seconded; both voted "yes," and Chairman Ronald E. Nye was recorded absent.
County Attorney Colton Lauer briefed the commissioners on the Master Contract for the Provision of Public Health Services and recommended language and provision changes. The board directed the county attorney's office to submit suggested revisions to the state.
The board approved an architectural/engineering contract for the Madison Valley Manor kitchen renovation and authorized the issuance of a Request for Qualifications and Proposals for construction management services. The RFQ sets a submission deadline of 4:00 p.m. on May 26, 2026 and proposals will be opened at the June 2, 2026 commissioners meeting. Paul Marsh commented in support of progressing the project.
Nursing Home Administrator Christy Preece asked the board to approve the FY2026 Intergovernmental Transfer (IGT) Funds Survey; the board approved submission. Preece said payment to participate is due May 8, 2026 and any return payments (gains) are expected by the end of the fiscal year.
Clerk and Recorder Paula McKenzie requested the Public Meeting Room be reserved for election tallying on May 5, 2026; the board approved the request and noted the regular commissioners meeting that day would be relocated.
The commission also approved the Holtz First Minor Subdivision preliminary plat to divide two existing lots into four, moved preliminary budget meeting dates to May 20–21, 2026, and approved use of LAC-designated funds to attend a mental health training. All motions carried with Commissioners Gilman and Todd voting in favor and Commissioner Nye absent.
The meeting adjourned at 11:23 a.m.; the next regular meeting is scheduled for April 20, 2026 at 10:00 a.m. in the Public Meeting Room of the Administrative Building in Virginia City.
