The applicant, Tim Walsh, said the house kit would be assembled soon and that the build footprint was concentrated in a small portion of the owner’s larger parcel. A neighbor asked about timing and project scale; Walsh said the upper floor would be approximately 1,500 square feet and that the remainder of the lot would remain undeveloped.
Commissioner O’Neil moved to adopt staff’s recommended resolution finding the project consistent with the general plan, exempt under CEQA categorical exemptions for new construction, and subject to the recommended conditions; the motion passed on a roll‑call vote.
What’s next: The approved resolution includes standard permit conditions and tribal monitoring requirements; because the project is within the California Coastal Commission’s local jurisdiction, staff noted that it is not appealable to the state commission.
