Planning commission recommends Commerce City agricultural zoning for two parcels at 88th and Tower Road

The Commerce City Planning Commission voted unanimously to recommend that City Council approve a zoning map amendment assigning Commerce City Agricultural (AG) zoning to two parcels at the northwest corner of East 88th Avenue and Tower Road.
Planner Omar Youssef, who presented the staff report, told the commission the request was city‑initiated and that the two parcels total about 0.732 acres. He said the northern parcel contains a telecommunications monopole owned by T‑Mobile and the southeastern parcel has been vacant since 2011. "City of Commerce City is requesting a zoning map amendment for 2 parcels from Adams County Agricultural to Commerce City Agricultural," Youssef said during his presentation.
Youssef reviewed applicable approval criteria in the city’s land development code and said the request meets the listed standards for compatibility with surrounding land uses and adequate public facilities. He recommended the commission forward a recommendation of approval to City Council.
Commissioners asked process and timing questions; staff clarified that planning commission recommendations precede the two council hearings on annexation (first hearing July 6; second hearing August 3) and that annexation itself is heard only by City Council. A commissioner also asked about the telecommunication lease; Youssef said the monopole was built in 1999, is fenced on site, and that the lease contains automatic renewal language allowing five renewal terms of seven years each.
After questions, a commissioner moved that the commission find the requested AG zoning meets the Land Development Code criteria and recommend approval; the motion was seconded and the electronic vote was 5 yes, 0 no. The commission’s recommendation will go to City Council for final action.
Next steps: City Council is scheduled to hear annexation matters on July 6 (first hearing) and August 3 (second hearing); staff said no development plan is proposed for the site at this time.
