Harney County Court approves HSA policy, backs pool variance letter, delegates OWRD talks; begins fair manager hiring

Harney County Court on June 3 approved several administrative actions and set next steps on staffing and water-rule discussions.
The court adopted a formal HSA contribution policy (to be incorporated into the employee handbook) after a motion, second and a voice vote. Judge Hart directed Human Resources to include the policy in the handbook and return the final draft for review at the next county court session. The court recorded the motion as made and seconded, and the chair announced the motion carried by voice vote.
Under new business the court considered a parks-and-recreation request for a joint intergovernmental letter supporting a community pool variance application. Commissioners and staff warned the statutory change requiring an adult (18 or older) to accompany youth under 14 could reduce summertime access and increase staffing costs; rural pools can seek exemptions but must pay annually. The court voted unanimously to support the letter and authorized Judge Hart to sign on the county's behalf.
On water policy the court authorized a delegation for facilitated discussions with the Oregon Water Resources Department (OWRD) concerning the 512 rules. The court moved, seconded and appointed Commissioner Frank to represent Harney County in those discussions; the court emphasized that any formal action resulting from facilitated talks will return to open court for approval.
The court also announced the fair manager has submitted a resignation effective approximately August 1. County staff described a recruitment timeline: the announcement will run through the end of the month, application reviews and interviews are planned in early July, and a selected candidate would begin around July 21 to allow overlap with the outgoing manager. The county said it may ask the departing manager for short-term assistance during the fair.
The session closed after routine scheduling and outreach items.
