Board hears reports on roads, pavilion revenue, DOT speed change and local projects

Roads and winter prep: Staff reported completion of a fog seal on Gain Factory Road and work at Queen's Crossing, shoulder repairs, ditching and leaf pickup in preparation for winter. "They finally finished the fog seal on Gain Factory Road, so that road is 100% finished," a staff member reported.
Pavilion revenue and reservations: The pavilion had 43 reservations this year, producing $3,415 in fees: 20 resident reservations totaling $1,335 and 23 nonresident reservations totaling $2,080. Staff provided the reservation counts and fee totals as part of the pavilion report.
DEC fishing access proposal: The New York State Department of Environmental Conservation contacted the town with three potential fishing-access locations on or near town property. Staff said one site (near the Stone Road water outlet where people fill tanks) might be feasible, while the other two conflict with highway or non-town property and are unlikely to proceed without additional coordination.
DOT speed-limit notice: Committee member reported that New York State DOT approved lowering the speed limit on Salt Lake Springs Road between Reservoir and Bray Road to 50 miles per hour and that sign work to support the order can now be completed; the board noted the county handles sign installation.
Equipment disposition and contracts: Staff discussed older tractors and equipment being considered for trade-in or auction; estimated sale ranges given were about $5,000–$15,000 depending on condition and market.
Infrastructure projects: John (staff) said Howard Construction is expected to begin work to redo the pump station across the street and that Bellamy Construction will handle pipeline and valve replacements after the pre-construction meeting, with work continuing as weather permits.
Training, permits and GIS work: Staff reported a county GIS team is mapping outfalls and catch basins for MS4 stormwater compliance, building-code updates prompted mandatory training signups, and recent fire and building inspections and permits were completed.
Next steps and scheduling: Members discussed combining the budget public hearing and board meeting to streamline business and required publications; staff agreed that scheduling both on the same day (the 6th was discussed) would be practical.
