Pike County awards annual June procurement bids, including fuel, roadmix and inmate services

The Pike County Fiscal Court approved a slate of annual procurement awards covering materials, fuels, inmate services and maintenance work after county staff presented bid results from a May 28 opening.
Greg, county procurement staff, summarized the bids and recommended awards: Porter Tire of Olive Hill was recommended for scrap-tire disposal at $1,850 per trailer load after staff noted Patriot Tire’s lower base price included additional surcharges in prior contracts. "Although Patriot Tire has a lower bid per trailer load, they have some other stipulations on their bid," Greg said, and staff recommended Porter Tire because it had not generated extra monthly bills in the past.
The court also approved multiple-vendor awards for hardware and small tools (to four local vendors), a single-bid award for concrete to Wells Group, Jones Oil for off-road and on-road diesel at 6¢ above rack price, and Mountain Enterprises for bituminous hot mix on a floating price tied to oil. Auditors required the county to bid inmate food and commissary services; staff reported one bidder for each: Kalewell Food Management (inmate food) with per-meal pricing in the bid packet and Kellwell Commissary LLC (commissary) offering a 35% commission on food sales and 12.5% on nonfood items and guaranteed prices for one year.
Most awards were approved by roll-call votes after motions from commissioners. Several items were single-bid procurements; staff noted that cooperative/state contracts remain available for some categories.
Why it matters: these contracts cover routine and emergency maintenance, fuel for county fleets, corrections services, and supply chains the county relies on for daily operations. Single-bid awards increase the importance of vendor performance oversight and may affect county budgets for road and correctional services.
