Enoch City Council reviewed a draft development agreement and conceptual master plan for the Boots‑Frei project. City Manager Ryan Robinson said materials were conceptual and developers might still adjust layouts; the draft contemplated roughly 1,139–1,160 lots on about 280 acres (approximately 4.04 units per acre).
Council members voiced concerns about density relative to prior local projects, the amount and configuration of parks and open space (the draft currently showed less open space than the agreements stated 55 acres), and whether drainage basins could be counted toward park acreage. Options discussed included numerous HOA‑maintained pocket parks, phased park construction tied to neighborhood build‑out, or the city accepting and building a larger centralized park; trade‑offs considered included maintenance burden, attraction of outside users, and developer feasibility.
City Attorney Justin Wayment cautioned against overly prescriptive long‑term requirements that could impede a 15–20 year buildout, recommended flexible but enforceable phasing language, and agreed to draft proposed park and phasing clauses for Council review. Staff will correct map boundary errors, consolidate Council comments, solicit developer input on park configuration, and return revised agreement language at the next meeting.
